一、问题和意义 按我国的残疾标准,现有残疾人5164万人,按世界卫生组织标准,则有残疾人近1亿人,数量居世界各国之首。随着社会的进步,社会、家庭及残疾人本人对教育的要求越高。但目前我国的残疾人教育事业在数量、质量上都不能适应客观发展的需要。残疾人教育与残疾人日益增长的文化需要严重地不相适应,师资、经费、设施等亟待改善,许多地区残疾儿童少年教育至今还相当薄弱甚至仍是空白状态。全国有残疾的学龄儿童占学龄儿童总数的3%多,

With the progress of society, the higher education, social, family and disabled people themselves demand. However, at present, the education and teaching of the disabled in our country can not meet the needs of objective development in quantity and quality. Education for the handicapped is seriously incompatible with the growing cultural needs of the handicapped.
