近年来,农民工在产业结构调整和经济转型升级中的作用越来越大,但是由于各种原因致使农民工自身主动参与职业能力培养的动力不足,职业能力不能满足现代经济快速发展的需要,限制了农民工作用的充分发挥。综合各方面因素,户籍制度和现代土地制度是造成农民工参与职业能力培养动力不足的深层次原因,需要加以认真研究对待。
