Administrative contract is the “flexible” means taken by the government for the purpose of effectively realizing public administration, embodying the socialist characteristics of democratic management and people being the masters of the country. Administrative contract has its own unique definition. It has different characteristics from civil contract in terms of characteristics, types, contents and responsibilities, and should establish its independent status
