建立公共服务型政府是推进政府行政管理体制改革的目标,是加快转变经济发展方式的必然要求。从党的十六届六中全会强调建设服务型政府以来,我国政府职能转变取得了较大的进展,同时也存在着制约其进一步发展的瓶颈,其中,政府部门主义是阻碍服务型政府建设的重要制度性因素。消除和破解政府部门主义需要重塑公共行政理念,优化政府职能机构,创新激励和约束机制,扩大公民政治参与。
Establishing a public service-oriented government is the goal of promoting the reform of the administrative system of government and an inevitable requirement for accelerating the transformation of the mode of economic development. Since the Sixth Plenary Session of the 16th CPC Central Committee has emphasized the construction of a service-oriented government, great changes have taken place in the transformation of the government’s functions in our country. At the same time, there are also bottlenecks that restrict its further development. In particular, the government departmentalism hinders the building of a service-oriented government Important institutional factors. To eliminate and crack down on government departmentalism, we need to reshape the concept of public administration, optimize government agencies, create incentives and restraint mechanisms, and expand citizens’ political participation.
