水的问题是全球首位的环境问题,解决之道是善治——公众参与决策,公众参与管理。我们现在的水电开发,往往以经济、技术是否可行来简单决策,而忽视了开发所造成的环境、社会影响;在江河治理中,权力过于集中,流域规划滞后,河流的公地悲剧不断上演。水要可持续,大工程是否进行,得有一部《社会影响评价法》,让老百姓获得知情权、决策参与权、利益分享权;地方(社会)水的管理得让老百姓亲自参与,这比以权力和技术强制管理、专业管理更民主,也更科学。
The issue of water is the world’s first environmental problem, the solution is good governance - public participation in decision-making, public participation and management. In our current hydropower development, economic and technological feasibility is often used to make simple decisions while neglecting the environmental and social impacts caused by development. In river management, power is too concentrated and river basin planning lags behind. The tragedy of the river’s commons continues to unfold. Whether water should be sustainable or not, a “law of social impact assessment” should be put in place to enable ordinary people to get the right to know, to participate in decision-making, and to share interests in water. Local (social) water management should involve the common people, Forced management of power and technology, professional management more democratic, but also more scientific.
