职工代表大会制度是企事业单位实行民主管理的基本形式,是基层民主政治建设的重要途径。作为一部地方性法规实施至今,《上海市职工代表大会条例》在维护职工合法权益、促进企事业单位发展、构建和谐劳动关系和维护社会稳定方面取得了积极成效。但是,随着产业结构调整和经济转型升级,职代会制度的建立运行也面临着一些新情况新问题。因此,需要从实践与思考的角度,总结典型做法,分析突出问题,提出对策建议,更好地完善职代会制度,夯实基层民主,发展和谐劳动关系。
