随着改革开放和社会主义市场经济的不断发展流动员的数量越来越多,流动的范围越来越辩广。为了使流劝党员能够及时参加党的生活,接受党的教育和监督,更好地发挥先锋模范作用,中组部决定1995年7月1日起试行《流动党员活动证》制度。一、《流动党员活动证》的适用范围《流动党员活动证》适用于短期外出(6个月以内)或长期外出但暂时无法结移关系的党员《流动党员活动证》是流动党员参加党的活动的赁证。党员可持证在外出所在地或单位党组织(基层党委、总支或支部,下同)参加党的组织生活,交纳党费,但不享有表决权、选举权和被选举权。
