晋政办发[2002]39号吕梁地区行政公署,各市、县人民政府,省直各委、办、厅、局: 为了加快我省经济结构调整步伐,促进全省工业经济快速健康发展,根据《山西省国民经济和社会发展第十个五年计划纲要》和国家《“十五”工业结构调整规划纲要》,省经贸委制定了《山西省“十五”工业结构调整规划纲要》(以下简称《规划纲要》)。《规划纲要》明确了我省“十五”工业结构调整的指导思想、遵循的原则和具体的奋斗目标,突出了发展新兴产业和高技术产业、推进传统产业优化升级、调整企业组织结构和所有制结构、促进经济合理布局和协调发展、大力推进企业信息化建设等战略调整要点,提出了工业结构调整的宏观政策措施,对加快全省工业结构调整具有较强的指导意义。《规划纲要》已经省人民政府同意,现予发布,请结合实际认真贯彻执行。

The key points of strategic adjustment include the structure of ownership, the promotion of economical and rational distribution and coordinated development, and the vigorous promotion of enterprise informatization, and proposes macroeconomic policies and measures for the adjustment of industrial structure, which have a strong guiding significance for accelerating the industrial restructuring of the province. The “Planning Outline” has been approved by the Provincial People’s Government and is hereby released. Please implement it in accordance with the actual conditions.
