商务部、财政部、农业部、中国人民银行、国家税务总局国家质检总局和国家认监委于2004年10月18日联合下发了“扩大出口农产品的指导意见”。“意见”指出,要鼓励有条件的地方设立支持本地区农产品出口的政策。要强化农产品质量安全管理,逐步实施动植物病虫害区域化管理,切实提高动植物卫生水平;进一步推广“公司+基地”的农产品出口经营模式,推进标准化生产;加快农业生态环境和农产品检验检测中心的建设,提高我国农产品质量安全水平。要优化出口商品结构,鼓励企业发展深加工农产品出口,提高农产品附加值;支持企业培育农产品出口品牌,优先支持农产品
Ministry of Commerce, Ministry of Finance, Ministry of Agriculture, People’s Bank of China, State Administration of Taxation AQSIQ and CNCA jointly issued “Guiding Opinions on Expanding Exported Agricultural Products” on October 18, 2004. “Opinions ” pointed out that it is necessary to encourage those places where conditions permit to establish policies that support the export of agricultural products in the region.
