高速公路价格的形成机制问题一直是高速公路资本运作和资产管理的一个重要问题 ,合理的转让价格是盘活高速公路国有资产的基础 ,合理的服务价格是高速公路可持续发展的前提。作为具有自然垄断属性的准公共物品 ,高速公路具有与其他领域产品所不同的价格形成机制 ,因此应通过认真分析制定出适合高速公路持续发展的合理的价格形成机制。
The formation mechanism of expressway price has been an important issue of capital operation and asset management of expressway all the time. Reasonable transfer price is the foundation of state-owned assets of expressway. Reasonable service price is the prerequisite of sustainable development of expressway. As a quasi-public goods with natural monopoly property, the expressway has a price formation mechanism different from that in other fields. Therefore, a reasonable price formation mechanism suitable for the sustainable development of the expressway should be worked out through careful analysis.
