戏曲不景气的现状,是上海市有关领导部门多年来忧心之所在,一直在寻求走出低谷之路。1989年初,在刘振元副市长的部署下,市委宣传部和市文化局把“振兴上海戏曲对策”的研究课题交给了上海艺术研究所,刘副市长要求把这个课题,作为一项系统工程来研究。于是,课题组的12位同志,在几个月的时间里进行了广泛的调查研究工作,调查、座谈、访问戏曲界有关人士298人次,开了大小会议65次,又去6省12城市考察取经,积累了丰富的现实资料,分头撰就共5万字的报告。
