十一届三中全会以来,党在思想建设、理论建设、政治建设、组织建设、作风建设方面都取得了重大成绩。但另一方面也应该看到,面对复杂多变的国际形势和紧张艰巨的国内改革和建设任务,党的执政水平和领导水平,特别是驾驭社会主义市场经济的能力还有待于进一步提高,党的思想、组织和作风上还存在各种不容忽视的问题。十四届四中全会在对思想建设和作风建设作出部署的同时,着重对加强党的组织建设作出了部署,无论是对于提高党的执政和领导水平,还是对于推动改革开放的顺利进行,都具有重大而深远的意义。
