自1994年3月省政府做出《关于实施省会绿化工程的决定》,实施“中取鹿泉”战略,把鹿泉市作为省会绿化工程的重点区域和全省太行山绿化试验县以来,省会石家庄市党政军民企各方面积极行动,采取定地点、定单位、定任务、定时间、定奖惩的“五定”责任制,在鹿泉市太行山区12个乡镇的61个村和一个风景旅游区建立了义务植树基地,规划面积6万亩,计划利用1994年到1997年四年时间,栽植刺槐、火炬、石榴、杏树等各种林果树木944万株。基地建设正式实施两年多来,483个驻省会单位和基地乡村干部群众共同努力,省会全民义务植树
