坚持以人为本是科学发展观的本质与核心。所谓以人为本 ,就是以最广大人民群众的根本利益为根本。科学发展观的伦理学内涵 ,一是强调以人为本 ,从人民群众的根本利益出发 ,不断满足人民群众的物质生活、精神生活需要 ,同时更要把人民群众作为发展的本源、主体与核心 ,使人民群众积极支持发展、参与发展 ;二是协调好人与自然的关系 ,处理好生态环境中的利益问题 ,使人与自然和谐发展 ;三是经济社会与人的全面发展 ,经济发展与道德进步应当协调一致 ,相互促进。
