目前,世界上共有10万多公里的高速公路,其中大约25%是用企业征收通行费还贷的方法建成的,许多国家都取得了这方面的成功经验,我国实行贷款道路收费制度已有10多年的历史,这一制度的实施对我国公路尤其是高等级公路建设的迅速发展起了极大的推动作用,有一部分高速公路已经引进了现代企业运作机制。建设收费道路必须建设相应的收费以及车辆的检测和监控系统,该系统性能的优劣直接关系到高速公路运行效率的高低、效益的大小以及道路上交通车辆运行状况的好坏。为配合高速公路的检票系统,实现对过往车辆的统计和监测,特此规划设计了高速公路车辆影像监测系统方案。
