基本案情张×,中共党员,某省某局党组书记、局长。2014年至2015年,根据与外方签订的互访协议,该局7次组织“因公出国团组”赴国外“考察访问”。上述团组均由该局外事办公室组织、安排,依次报分管外事工作的局领导和张×批准。张×本人未参加出国团组,但在审批过程中未对出访任务、时间、行程等进行把关,也未对出国团组进行必要的教育、管理、监督。出国团组既无明确公务目的,也无实质性的任务安排,以观光游览为主,团组人数、出访时间等均超出规定标准,相关费用由该局用公款支付。在外期间,多次出现部分团组成员在赌场赌博等违规违纪行为。
The basic case Zhang ×, a member of the Communist Party of China, a province party secretary of a bureau, director. From 2014 to 2015, based on the exchange of visits signed with foreign parties, the council organized 7 times to go abroad for study visit abroad.
