When Hu Yaobang inspected our province in 1983, according to the actual situation in Gansu, Hu Yaobang issued a great call for “planting trees, developing livestock husbandry, reforming mountains and rivers, and managing poverty and getting rich.” This is the second and third decade of development of production in our province Strategic approach. In the same year, the Central Government held a “three-nation conference” in Gansu. After sufficient discussions among experts attending the conference, the Central Government proposed the grand plan of three years to halt destruction, five years of adequate food and clothing and two decades of improvement. This is based on the status quo in the “Three Wests” region, after scientific analysis, repeated strategic steps identified after weighing. However, there is still room for this guideline and steps to become a reality
