总结高原震区任务部队食品卫生安全保障经验,为履行多样化军事任务后勤保障提供依据。在现场卫生学调查高原灾区环境特点、灾情和任务部队食品卫生现状的基础上,分析确定任务部队食品卫生保障关键控制点,采取针对性综合保障措施。主要做法是:(1)加强宣传教育,普及高原所致疾患和鼠疫等自然疫源性疾病的防治和食品卫生知识,提高广大官兵的自我防病能力;(2)提高认识,确保任务部队食品卫生监督质量;(3)明确责任,逐级负责,使食品卫生监督主动化;(4)结合高原环境特点与任务部队实际,制定高原震区任务部队食品卫生保障制度;(5)严把食品采购、运输、加工和储藏关;(6)建立军地联动的食品卫生监督应急机制。基于以上综合保障措施,震区任务部队未发生任何食品卫生安全相关事件。结合高原环境医学特点和任务部队实际情况,有针对性地采取食品卫生保障措施,可确保任务部队食品卫生安全。
Summing up experience of food hygiene and safety assurance of task force in plateau and earthquake area and providing basis for carrying out logistics support for diversified military tasks. On the basis of on-site hygiene investigation of the environmental characteristics of the disaster areas in the plateau, the disaster situation and the status quo of food hygiene in the mission units, the key control points of food sanitation guarantee of the task forces were analyzed and determined, and targeted comprehensive safeguard measures were taken. The main approaches are: (1) to step up publicity and education, popularize the prevention and control of natural epidemic diseases such as plague and plague, and improve food hygiene knowledge so as to enhance the self-prevention capability of officers and men; (2) to raise awareness and ensure that Task Force food (4) Combining the characteristics of the plateau environment and the actual task force, formulating the food hygiene guarantee system for task forces in the plateau and earthquake region; (5) Strictly controlling the food Procurement, transportation, processing and storage; (6) Establishing a military emergency response mechanism for food hygiene supervision. Combining the characteristics of the environment and medicine in the plateau and the actual situation of the task forces, targeted food hygiene and safeguard measures are adopted to ensure the food safety and security of the task forces.
