我国现行征地补偿制度带有明显的计划经济体制特征,与市场经济体制不相适应。主要表现在按原用途补偿导致土地补偿费偏低,政府定价导致土地市场不能发挥调节作用。要改变国家的征地补偿指导思想,建立适应市场经济的征地补偿机制,发挥市场在资源配置中的基础性作用。以公开市场价格为补偿标准、建立城乡一体化的地价评估体系是解决我国农村征地补偿问题的有效途径。
The current land requisition compensation system in our country has obvious characteristics of the planned economy system and is incompatible with the market economic system. Mainly reflected in the original use of compensation led to the low land compensation fees, the government pricing led to the land market can not play a regulatory role. It is necessary to change the guiding ideology of land requisition compensation of our country and establish a compensation mechanism for land expropriation to adapt to a market economy so as to give play to the market’s fundamental role in the allocation of resources. Taking the open market price as the compensation standard, the establishment of an integrated urban-rural land value assessment system is an effective way to solve the problem of rural land acquisition compensation.
