合肥第二电厂 (以下简称合肥二厂 )一期工程采取EPC总承包的建设模式 ,由德国ABB、中国ABB、哈尔滨动力集团、安徽电建一公司组成联营体 ,是国内电力基建第 1个真正意义上的“设计、采购、施工”EPC合同。联营体各成员的利益与权利对等 ,不同于总包方和分包方的关系。由于EPC合同的法律意识强 ,工作中处处以合同为指导、约束、检验标准 ,该工程无论是安全文明施工 ,还是安装工艺均达到了较高水平。
