党的十一届三中全会以来,安福县各类机动车不断增多,对于搞活流通,促进经济发展起到了重要作用。但突出的问题是机动车进入了千家万户,数量众多,分布面广,经营分散,管理混乱,导致单纯追求经济效益,忽视安全作业,无证驾驶机动车;农用运输车从事客运或人货混装;超速超载;酒后驾车,驾“病”车,以上问题导致了道路交通事故频繁发生,严重危害了人民生命财产安全。为了进一步加强交通管理,整治交通秩序,遏制交通事故,保障交通安全,县政府下发了安府字[1995]48号《关于加强道路交通安全管理工作的通知》,县农机局、县公安局交警大队联
