通过电子政务与电子政府的差异性比较可知,电子政府是电子政务发展的目标和结果。当前制约电子政务发展的瓶颈因素主要有:思想认识误区,电子政务发展不平衡和数字鸿沟呈加大趋势。实现电子政务与电子政府有机对接的对策是:加强电子政务运行所需各项指标建设,加大力度解决数字鸿沟问题和加强公务员能力培训等。
Comparing the difference between e-government and e-government shows that e-government is the goal and result of e-government development. The current bottlenecks restricting the development of e-government are mainly: misunderstanding of ideology, e-government development imbalance and the digital divide is increasing trend. The countermeasures to achieve the organic connection between e-government and e-government are: to strengthen the construction of various indicators for the operation of e-government, step up efforts to solve the digital divide and strengthen the training of civil servants.
