对我国基础产业严重滞后的判断,是经济理论和实际工作者少有的共识之一。但对它的成因和解决办法,人们的看法则不尽相同,有些还距离较大。我们倾向于把基础产业滞后看成体制模式转换中投资机制存在重大缺陷的结果。由此而引出的解决办法强调基础产业投资机制的转换,首先是投资主体的重新选择。与此相联系,我们需要提出和深刻认识企业特别是大型企业作为政府和市场之外的另一种力量在资源配置中的作用。
Judging the serious lag in China’s basic industries is one of the few common understandings between economic theories and practical workers. However, people’s views on its causes and solutions are not the same, and some are still relatively large. We tend to regard the lag in basic industries as the result of major flaws in the investment mechanism in the transition of the institutional model. The solution derived therefrom emphasizes the transformation of basic industry investment mechanisms, first of all, the re-selection of investment entities. In connection with this, we need to put forward and profoundly understand the role of enterprises, especially large-scale enterprises, in the allocation of resources as an alternative to the government and the market.
