《吉林省农作物种子管理条例》已于2003年11月29日经吉林省第十届人民代表大会常务委员会第六次会议通过,并于2004年1月1日起实施。条例的颁布实施,是我省种业工作的一件大事,标志着我省种业法制建设又迈出了新的一步,为深入贯彻《中华人民共和国种子法》,推动我省种子事业的发展,奠定了良好的基础。条例的出台,对于保障农业生产安全,维护品种选育者、种子生产者、经营者、使用者的合法权益,稳定种子管理机构和队伍,提高种子执法的权威性,实现种子管理工作的规范化、标准化、法制化,具有十分重要的意义。条例突出了对种子行业的扶持、保护、规范、监督四大主题,并坚持以下几条原则:一是在遵循《中华人民共和国种子法》基本
Jilin Province Crop Seed Management Regulations was passed on November 29, 2003 by the Sixth Session of the Standing Committee of the Tenth People’s Congress of Jilin Province and came into effect on January 1, 2004.
