中国债务问题本质是资源配置失效。可以预见,中国将采用循序渐进式的方法来解决债务问题,加大金融改革、国企改革、行业准入制度改革等结构性改革的力度,改变产生高债务融资的制度基础,走上去杠杆的标本兼治之路。
The essence of China’s debt problem is the failure of resource allocation. It is foreseeable that China will adopt a step-by-step approach to solving the debt problem and intensifying structural reforms such as financial reform, state-owned enterprise reform and industry access system reform so as to change the institutional basis for generating high-debt financing and tackle both the symptoms and root causes of leverage the road.
