1993年10月由黄菊市长签发的《上海市消防监督管理处罚办法》颁布施行以来,本市的消防监督管理出现了新的面貌。消防监督机构以此法规为“尚方宝剑”,由此展开了对各类违章行为和火灾肇事单位及责任者进行的消防大执法。 在这消防大执法中,静安区防火处在区委区政府和公安分局领导的支持下,坚持依法办事,整治火患。无论是执法力度还是处罚数量均居全市各区县之首,有力地推动了静安区消防工作的开展。 盛夏初,应本刊之邀,静安防火
