The main function of law is to guard against the worst-case scenario, which is the greatest risk. This extremely important legal principle has been neglected by people, especially all kinds of legislators and policy makers at all levels. In December 2010, the State Council promulgated the first nationwide plan for the development of land and natural resources in its planning area (hereinafter referred to as the “Plan”). In our opinion, the “plan” focuses on the key ecological function areas and main producing areas of agricultural products, namely the Prohibited Development Areas and the Restricted Development Areas
