党的十四届五中全会指出,“九五”期间要实现两个带有全局意义的根本性转变:一是经济体制要实现由计划经济体制向社会主义市场经济体制转变,二是经济增长方式要由粗放型向集约型转变。与“两个转变”相适应,政府职能也必须实行转变,也就是要转变政府管理社会、组织经济工作的领导方式和工作方式。政府办公室作为政府的行政指挥中心,在“两个转变”中面临的任务比过去更加艰巨,也更加光荣。做好政府办公室的工作,从根本上讲取决于办公室的工作作风和队伍素质。所以,必须按照讲政治、讲原则、讲团结、讲廉洁、讲奉献的基本要求,坚持不懈地加强办公室的思想作风建设,才能把政府办公室的工作提高到一个新水平。
