在研究国内外相关的企业技术更新（包括技术创新与采用已有的先进技术）资料的基础上，针对我国当前企业的实际状况，提出国了国家机构、科技部门（包括高等院校、科技单位等）及企业三位一体，更新企业技术的战略决策思路。其具体的战术原则是：Ａ．改革国家机构对企业的权利和义务的内容，为企业的技术更新创造良好的条件；Ｂ．企业要内用良将，外借东风，发展科技；Ｃ．科技部门应仰之弥高、钻之弥坚，侮人不倦，推动企业的技术创新。
