近一年多来,产权方面问题的讨论相对沉寂。这主要是因为,存在一种似是而非的顾虑,一谈产权问题似乎意味着主张私有制或侵蚀国有资产。所以,一些同志回避产权问题,设想绕开产权问题推进改革和发展。但是,客观事物有其自身的逻辑,实践起来越清楚地表明,理顺产权关系是改革和发展不可回避的问题。当前我国面临的一系列新情况、新问题则使产权问题日益突出起来,成为迫切需要解决的一个关键问题。
In the past year and more, discussions on property rights have been relatively quiet. This is mainly because there is a plausible concern that property rights seem to imply private ownership or erosion of state assets. Therefore, some comrades evaded the issue of property rights and envisaged that they should promote reform and development by bypassing the issue of property rights. However, the objective things have their own logic. The more clearly the practice shows, the rationalization of property rights is an unavoidable issue of reform and development. At present, our country faces a series of new situations and new problems, which make the issue of property rights increasingly prominent and become a key issue urgently needed to be solved.
