第一章总则第一条根据《出口商品配额招标办法》(以下简称《招标办法》),制定本实施细则。第二章组织机构第二条对外贸易经济合作部(以下简称外经贸部)出口商品配额招标委员会)设主任一人、副主任一至二人、委员若干人。主任由外经贸部主管部领导担任;副主任由外经贸部对外贸易管理司(以下简称贸管司)负责人担任;委员由外经贸部贸管司及有关司局的相关人员担任。第三条招标委员会履行下列职责:(一)根据不同商品的具体情况在每次招标前确定具体商品每次招标的配额数量以及采取何种招标方式、各招标方式占招标总量的比例;(二)审定具体出口商品配额招标方案,指导、监督招标办公室的开标及评标工作,并审定配额招标的中标结果;(三)发布配额招标的各类通知、公告、决定等;(四)受理招标办公室上报的企业上交配额以及配额转受让申请,并报招标委员会签章备案;
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Measures for the Invitation of Quota for Export Commodities Quotas (hereinafter referred to as the Measures for Bid Invitation). Chapter II Organizations Article 2 The Ministry of Foreign Trade and Economic Cooperation (hereinafter referred to as the MOFTEC) Export Commodity Quotations Commission) shall have one director, one to two vice directors, and a number of members. The director shall be the head of the competent department of MOFTEC; the deputy director shall be the person in charge of the Foreign Trade Department (hereinafter referred to as the MOFTEC) under the MOFTEC; the member shall be the person in charge of the MOFTEC and the relevant department of the relevant department. Article 3 The Bidding Committee shall perform the following duties: (1) According to the specific conditions of different commodities, before each bidding, the number of quotas for each specific bid for each specific bid shall be determined and the method of inviting bids shall be adopted; (2) to examine and approve the bidding proposals for specific quotas for export commodities, to guide and supervise the opening of tendering offices and bid evaluation offices, and to examine and verify the winning bid results of quota bidding; (3) To issue various notices, announcements and decisions on quota bidding; Bidding Office reported the quotas on quotas and quota transfer applications, and submitted to the bidding committee signature and record;
