我国自2003年以来开始了对房地产市场的持续宏观调控。在调控实践过程中,中央政府逐步认识到治理商品住房的投资需求对确保我国房地产市场和国民经济健康发展的重要性,并采取了相应的调控政策。调控遭遇了由市场经济制度和计划调控手段之间的碰撞、中央政府和地方政府之间的博弈等方面带来的困境。应通过抓紧完善全国联网的个人住房信息系统等基础性工作,并采取“堵、赶、疏”多种手段进行综合治理从而化解调控困境。
Since 2003, China has started the continuous macro-control of the real estate market. In the process of regulation and control, the Central Government has gradually realized the importance of the investment demand of governing commercial housing in ensuring the healthy development of China’s real estate market and the national economy, and has adopted appropriate regulatory policies. The adjustment and control encountered difficulties brought about by the collision between the market economy system and the plan and control measures as well as the game between the central government and local governments. We should tackle the dilemma of regulation and control by grasping the basic work such as perfecting the networked personal housing information system in the whole country and adopting various measures such as “blocking, catching up, and scattering”.
