The issue of utilization of water resources in Central Asia, in particular, the issue of jointly using resources for cross-river flows, has become one of the major contradictions that threaten the stability in Central Asia and the actual security of Central Asian countries. The water resources in Central Asia are mainly used for farmland irrigation and hydroelectric power generation. At present, the contradictions on the common utilization of water resources among Central Asian countries are caused by the accumulation of many factors of history and reality. Therefore, we should reasonably solve this intricacy
