开(封)洛(阳)公路是我国公路工程施工监理的九个主要试点项目之一,鉴于郑洛段工程准备利用世界银行贷款,实行国际通用的 FIDIC项目管理体制。为此,我们在开洛公路一期工程中实行了指挥部领导下的相对独立的监理体制,并逐步向 FIDIC 项目管理体制靠拢,力争探讨出一套适合河南省情况和公路行业特点的项目管理体制和监理工作方法,以强化我省的项目管理水平,确保开洛公路一期工程实现“优质、高效、低消耗、低成本”的建设目
