1945年11月7日,大连市警察总局成立,同月改称为大连市公安总局。诞生于大连特殊解放区时期的公安总局,是一支特殊的部队。说它特殊,是因为当时中共大连市委书记韩光以公安总局训练处主任的身份开展工作,首任公安总局局长赵东斌就是一位带兵打仗的司令员,从建制到训练完全是按照人民军队的要求进行,这支完全在共产党领导下的人民警察队伍还特殊在当时他们身着国民党政府警察服装、佩戴国民党政府警衔。
