面对日益动态和复杂化的治安形势,刑侦部门在破案有效手段还不多,侦察破案基础工作还较为薄弱的情况下,对付严重暴力性犯罪、侦破重特大案件中快速反应和整体作战显得尤为重要且更具活力。1995年,江苏省南通市的刑侦部门在快速反应和整体作战上下足了功夫,取得了相应的成效,全年共破获各类刑事案件7204起,其中现行案件5108起,重特大案件1802起,年内62起凶杀案件全部破获,抓获各类违法犯罪分子3481人,摧毁犯罪团伙272个,打击流窜犯罪分子1044人,追回在册“三逃”人员198名,抓获惯犯288人,解救被拐妇女儿童49人,缴获赃款赃物达1822万余元。实践中,我们的工作做到了以下几个方面。统一思想认识,形成整体作战和快速反应的斗争氛围
