为发挥各级政府当家理财的积极性,发展经济,培植财源,振兴财政,青海省在最近召开的全省财政工作会议上推出了“以奖代补”财政激励机制。这一机制包括以下三方面的内容:一是财政收入增长奖励办法。其考核奖励对象为州(地、市)人民政府(行署),考核内容为州(地、市)地方财政收入的增长幅度和目标收入绝对额(以下称财政收入增长目标)。
In order to give full play to the enthusiasm of governments at all levels in managing their own wealth, develop the economy, cultivate financial resources and revitalize finance, Qinghai launched the “Incentive Subsidy” fiscal incentive mechanism at the recently held provincial finance work conference. This mechanism includes the following three aspects: First, the fiscal revenue growth incentives. The appraisal reward object is the state (prefecture, city) people’s government (administrative department), the appraisal content is the growth rate of state (prefecture, municipality) local fiscal revenue and the absolute target income (hereinafter referred to as the fiscal revenue growth target).
