在经济发展的不同阶段,客观上要求产业结构随之调整,而县域主导产业结构的不断调整优化,是县域产业结构合理化的重要标志,也是县域经济发展的动力。因此,如何选择与培育县域主导产业就成为促进县域经济可持续性发展的关键环节。本文认为县域主导产业是指在县域经济学中发展速度较快、发展前景较好、为整个县域经济起引导和推动作用的先导性产业,它不一定是县域经济结构中所占比重最大的产业,但却是整个县域经济发展的核心。因此,我们认为选择和培育县域主导产业,除了要遵循比较优势强、需求收入弹性高,产业关联度大、生产率上升率高、创新能力强等一般性原则外,关键还要注意处理好县域主导产业与国家及大区域主导产业之间的关系、处理好县域主导产业与相邻或相近县市主导产业之间的关系、处理好县域主导产业与农业之间的关系及处理好市场导向与政府调控之间的关系。
In different stages of economic development, the industrial structure is required to be adjusted objectively. However, the continuous adjustment and optimization of the dominant industrial structure in the county is an important symbol of the rationalization of industrial structure in the county and the driving force for the economic development in the county. Therefore, how to choose and cultivate the dominant industries in the county has become the key link to promote the sustainable development of the county economy. Therefore, in addition to following the general principles of strong comparative advantage, high income elasticity of demand, large industrial affiliations, high rate of increase in productivity and strong innovation ability, we think that it is crucial to choose and cultivate the leading industries in the county.
