目前,农业问题已引起全社会上上下下的关注。党中央、国务院在短期内召开了两次农村工作会议,加上十四大前专门研究农业农村问题的十三届八中全会,就是三次了。这表明党中央、国务院对农业和农村问题十分重视。 近几年来,随着市场经济的发展,农村工作中出现了一些新情况、新问题,有人说是深层次矛盾,有人说是危机,我认为,在目前阶段,农村确实出现了许多值得重视的险象。如果处理得好,问题是可以解决的。如不能及时解决,便可能会出现问题,造成严重后果。 党的十一届三中全会实行农村改革以来,我国农业形势发展很好。农产品大幅度增加,农民收入大幅度增长,乡镇企业异军突起,小城镇建设也有较大发展,虽然中间有几年徘徊,但总的发展形势是很好的。
