基层群众自治是城乡居民群众根据相关法律法规政策,独立自主地管理居住地范围内的基层社会公共事务。这一制度充分体现了群众自治、直接民主、普遍平等的原则和特点,是中国特色社会主义政治制度的重要形式。基层群众自治既发展了马克思主义的社会主义自治理论,又创新了社会主义民主政治的实践形式。
The mass self-government at the grass-roots level is the grass-roots social and public affairs within the limits of the area of residence independently controlled by the masses of urban and rural residents in accordance with the relevant laws, regulations and policies. This system fully embodies the principles and characteristics of mass autonomy, direct democracy and universal equality and is an important form of the socialist political system with Chinese characteristics. Grassroots mass self-government not only developed Marxist theory of socialist self-government, but also innovated the practical form of socialist democratic politics.
