党的十五大和九届全国人大二次会议通过的政府工作报告都强调了要促进农业和农村经济全面发展。由此可见，发展农村经济，开发有巨大潜力的农村市场，将是我国发展国民经济的一项重要目标。实现这一目标，作为新的经济增长点的信息产业，应首当其冲，因此加强县（市）级信息工作，大力推进县（市）级信息化进程，对振兴我国经济具有重大意义。
The report on the work of the government adopted by the 15th National Party Congress and the 2nd Session of the Ninth National People’s Congress all emphasized the need to promote the all-round development of agriculture and the rural economy. Thus it can be seen that developing the rural economy and developing the rural market with great potential will be an important goal of our country’s development of the national economy. To achieve this goal, the information industry as a new point of economic growth should bear the brunt. Therefore, it is of great significance to strengthen the county (city) level information work and vigorously promote the informatization process at the county (city) level so as to rejuvenate our economy.
