各市人民政府,省政府各部门、各直属机构,各大企业,各高等院校: 工程质量和安全生产涉及人民群众的生命财产安全,事关党和政府的形象,关系到改革发展稳定的大局。“九五”以来,我省建设工程质量和安全生产整体水平有了较大提高,但仍然存在一些问题和薄弱环节,主要是住宅、市政工程仍存在一些质量通病,装饰装修和起重机械拆装使用不当引发的质量安全问题比较突出,城乡结合部、城市建成区私人建房和各类开发区质量安全事故时有发生。为进一步贯彻落实《建筑法》、《招标投标法》、《建设工程质量管理条例》、《建设工程勘察设计管理条例》等法律、法规,切实加强工程质量和安全生产管理,促进我省经济健康发展和社会稳定,经省政府同意,特通知如下: 一、明确工程质量和安全生产工作的指导思想和目标 (一)指导思想。以邓小平理论和江泽民总书记“三个代表”重要思想为指导,本着对历史、对人民高度负责的精神,坚持“质量第一、安全为本、预
