我国社科情报事业经过几十年的发展,特别是80年代以来,得到了长足的进步,成绩斐然。如何把握住时代的脉博,抓住社科情报事业腾飞的契机,关键在于科学地制定出一套社科情报政策。社科情报政策是社科情报事业发展的指导原则和行动准则。在制定社科情报政策时,必须遵循科学性、一致性、系统性、连续性、稳定性、灵活性、反馈性和动力性原则;必须按照科学决策程序和方法去制定政策,从分析矛盾、提出问题、确定目标、拟定政策方案、论证方案,到实施反馈是一个有步骤的循序渐进的过程。对于国家社科情报系统来说,情报政策体系是由各个发展时期、各种适用范围各个方面的各项情报政策构成的。它存在着纵向层次结构和横向联系
