本文认为,发展社会主义市场经济,必须对政府机构进行重新定位,即对传统的、建立在计划经济基础之上的政府机构进行根本性的变革,构建一个崭新的、与社会主义市场经济相适应的政府机构。我国政府机构改革必须以此为目标。唯有如此,机构改革才能避免重蹈覆辙,才能为社会主义市场经济体制的建立创造条件。根据建设社会主义市场经济体制的要求,政府机构的重新定位应着重解决好政府模式、政府权力、政府职能、政府组织和政府行为的“五个”定位问题。
This paper argues that in order to develop the socialist market economy, the government agencies must be reoriented to make fundamental changes to the traditional government institutions based on the planned economy so as to build a brand-new society compatible with the socialist market economy Government agencies. The reform of our government agencies must take this as the goal. Only in this way can institutional reforms avoid the same mistakes and create conditions for the establishment of a socialist market economic system. According to the requirements of building a socialist market economic system, the reorientation of government agencies should focus on solving the “five” positioning issues of the government model, government power, government functions, government organizations and government behaviors.
