从2003年开始,北京市怀柔区率先实行“全程办事代理制”。全区在44个直属单位、14个乡镇和2个街道办事处设立了60多个办事窗口,统一受理,无偿全程代理。凡受理的群众来件被细分为即办件、联办件、承诺件、上报件和退回件等,能马上办的决不拖延,让群众立等可取;需要几个部门联合审办的当地协调;对一些疑难问题承诺办理期限;超越权限的立即上报;政策不允许的告知清楚。在“一窗式办公”现场,给来办事的群众放了凳子,备了茶水。北京市市委书记刘淇对全程办事代理制度作出高度评价:“一张板凳、一杯茶、一个明确的承诺,拉近了政府与百姓之间的距离,密切了干部与群众之间的关系,使立党为公、执政为民这一要求变成了政府机关的日常工作制度。”全程办事代理制度在怀柔区试点成功后,已在北京18个区县陆续铺开。作为优化政府服务的延伸,全程办事代理制度最近在与人民群众生活紧密相联的街道系统全面推开,其代理的地点从街道办事处已经逐步发展到村委会、社区居委会。

As an extension of the optimization of government services, the agency system for handling affairs throughout the country has recently been fully unveiled in the street system closely linked to people’s livelihood. The location of its agent has gradually evolved from the sub-district offices to the village committees and community committees.
