I. Introduction In recent years, with the continuous development of social commodity economy, the volume of mail has increased substantially. Traditional manual dispatching methods and outdated means of communication make the postal information unable to be collected and processed in a timely manner. As a result, the postal dispatching departments at all levels can not grasp daily mail processing, storage and transportation, etc., and can not conduct timely and accurate command dispatching . Under such circumstances, the rapid and accurate delivery of mail can not be achieved and the tracking of inquiries in time can be seriously affected.
