Combined with the status quo of housing provident fund for non-public-owned enterprises in China, the paper reveals the complexity and long-term nature of establishing housing provident fund for employees in non-public-owned enterprises. It also presents the main problems and countermeasures in establishing housing provident fund for non-public-owned enterprises. The public housing enterprises provident fund system procedures, payment of base and the number of paid verification made a comprehensive discussion.
