根據全省第四届交通會議的决議,我省在一九五四年中建立和健全了各級地方交通工作部門。贛南行署工業處、各專署設立了或加强了交通科的機構,南昌市成立了公用事業管理局(主管市內搬运、公共交通等業務),絕大部份的縣都設立了交通科(少數的縣由建設科兼辦交通工作)。由於各地黨委、政府有效地加强了對变通運輸部門的領導与監督,由於組織機構的逐渐充實健全,地方交通工作取得了一定的成績。一九五四年度由省投資,各有關專、縣主辦、公路局協助,完成了修建和修復永新经安福至分宜、樂平至弋陽、樂平至德兴、德安经武寧至修水、河口至横峯等五條老革命根據地
