我国旧城普遍存在结构性衰退和功能性衰退、基础设施薄弱、对历史文化遗产保护不足,以及缺乏调控机制、改造制度不完善等问题,旧城改造的重点是解决城市衰退过程中的物质性老化、功能性衰退和结构性落后等问题,使城市重新满足社会、经济的发展需求。“中优”是济南当前的城市发展战略之一,在该战略指导下的济南旧城改造应遵循如下策略:宏观定位,整体运作;统筹兼顾,理性发展;因地制宜,科学运作,重视公众参与。
The old cities in China have the problems of structural decline and functional decline, weak infrastructure, inadequate protection of historical and cultural heritage, lack of regulatory mechanisms, and imperfect reconstruction systems. The focus of the transformation of the old city is to resolve the material nature of urban decline. Aging, functional decline, and structural backwardness have caused the city to meet the social and economic development needs. “Zhongyou” is one of the current urban development strategies in Jinan. Under this strategy, the transformation of Jinan’s old city should follow the following strategies: macro-positioning, overall operation; overall consideration and rational development; adapting to local conditions, scientific operation, and paying attention to the public participate.
