国有存续企业的生存发展是我国现阶段国有企业改革的重要问题。存续企业设立是将较差的资产剥离,有条件地实现后续的充足上市,但是实际操作中对初衷的违背造成大量核心业务和富余人员余留企业,致使企业运营更加困难。本文从国企存续企业发展的现状着手分析,探讨了可持续发展措施,并结合上海十钢企业的具体案例研究探究国有存续企业生存和发展的路径。
The Survival and Development of State-owned Survival Enterprises is an Important Issue for the Reform of State-owned Enterprises in Our Country. The establishment of a surviving enterprise is to divest the poorer assets and conditionally achieve sufficient subsequent listing. However, contrary to its original intention in actual operation, a large number of core businesses and surplus staff remain in the enterprise, making it more difficult for the enterprise to operate. This paper analyzes the status quo of the development of state-owned enterprises, and discusses the measures for sustainable development. Combined with the case study of Shanghai Steel Co., Ltd. 10 enterprises to explore the existence and development of state-owned enterprises.
